Trying to convince myself to start the design course that I've been meaning to do the last 2years but were could this possibly lead me to served my time as an industrial electricians but now working in the maintance world testing and a bit of mobile engineering so how could this course benefit me or earn me more money your thoughts please

It will benefit you personally because you will gain the experience and confidence of having tackled a full design project from scratch. I doubt whether it will earn you more money, few jobs are advertised with it as a specific requirement. Many companies I've spoken to say "We'd rather spend a few hundred quid on an Amtech software package.", which is not very encouraging and misses the additional benefits that 2391-20 designer would give them relative too just a software tool.
For Industrial Design Engineers, employers usually want IET Chartered Engineers or the applicant is required to meet the membership criteria, which means you would need an MEng degree or equivalent experience/qualifications. So the chances of securing a job with 2391-20 (or 2400) is probably slim as most recruiters are unaware of it.
IMO it's well worth doing, I've certainly not regretted it, but I was in the fortunate position of already being employed as a Design Engineer. From your position the 'bang for you buck' may not look so attractive and you might prefer to spend it in more productive areas, alternative technology course(s) for example.
