I'm testing a job at the minute and today I went to a double socket that has 240 at it but when I carried out a ELI test the result is a open circuit .the 240 I am getting is between L-E and the means of earthing is TT ,it's a radial circuit supplied bu a 20amp breaker totally confused??????
 
As well as Sintra's question regarding R1+R2 have you checked the continuity of the neutral? have you checked L-N voltage? a long shot, but best check
 
You are not testing on high current and tripping the RCD are you?
If you get a voltage measurement with a tester and then it cannot carry any current such as in the EFLI test this is indicative of a poor connection that is only just making contact.

Why didn't you mention the L-N confirmation?
 
On most MFT's and dedicated ELI testers, the test set will indicate via LED's or it's display if the circuit under test have L-N and L-E connection. If shows both, but still refuses to test, then you have a poor/loose connection somewhere...

As already stated above, i don't think any dead tests have been undertaken. Maybe this is an existing installation, who knows!!
