Conduit has part of run in free air, part in concrete with external wall insulation on one side. What derating factor / cable size ?

all depends id the conduit is in contact with the insulation to a point where the insulation affects the rating, then maybe A. if not, then B

It's not clear whether the conduit is embedded in the concrete. If so then reference method B applies.
