5 million Irish in the UK

Was listening to the radio today discussing Brexit and how it would affect us in Ireland. It stated that 5 million British have at least one Irish born grandparent.

No questions. Just found it interesting.

I don't hold with the BBC bias view Murdoch, but lets go with it for sake of argument.
Why would the BBC be biased towards the reporting of Irish descendent living in the UK?
Is this something decided by the BBC Trust or is it in the Royal Charter?
