Generally cables are going in different directions from light switches so the use of two 6242Y cables would be more than adequate in most cases.
6243Y is very useful for multi way switching but even if an additional core is required the default to two 6242Y cables is normally cheapest and easiest.
 
The demand for 4 core 1mm2 would be so small it would cost a fortune.
Then no-one would buy it.

If there was a demand for it, it would be available.

Fixed switches will be a thing of the past in the near future.
It'll all be Wifi.

Hmm. Most other wiring systems do have a 4c+E version:

Other UK installation cables e.g. FP / MI / SWA
European general installation cables e.g French U1000R2V, German NYM-J used where UK uses 624x
Other European installation cables e.g. NYY, NYIF (ultra-flat)
Flexibles e.g H05, H07...F, YY, SY

But non-European cables in the twin and earth tradition, e.g. UK 624x, USA NM (Romex) and AUS TPS only go up to 3c+E. European styles of 4c+E for general wiring might have evolved from wider usage of 3-phase in domestic and small commercial work?
