I read recently that the current thoughts are to move away from I+T on equipment and employ a risk assesment based strategy on an agreed frequency, or Am I having a 70s acid flashback

Yep think I would rather trip can figure this out after a year getting tooled up for it but seriously the reason for the changes was the abuse in the PAT industry where the government via the HSE said enough lets reduce regulations to help industry the only problem was after the 4th edition its no clearer but this is how i would sum it up by giving the duty holder the responsability to dictate the period between tests (that has always been the case anyway) so instead of say yearly for a rented property then that could be extended to 18-24 months ie 2 PAT visits in 3 years instead of 3
 
I agree the 4 th edition is as clear as drinking chocolate and in my experience any company duty holder is about as clued up as on his/her responibilty as a clown is on world economics, I do a lot of catering establishments where the sum skills are lining up cutlery in the right order,
Holiday lets are a bit better as usually the owner is quite keen that no one gets hurt, tends to affect bookings, although that said my own little holiday let has never seen my supernova did an I+T cert for it for the completion cert tho, but that was from memory,

Seaward are doing a series of free workshops that I thought explained the changes quite well (I went to one in Basingstoke a couple of weeks ago), though I suspect their tour doesn't extend up as far as Arran. They do of course mention their latest Apollo tester, but it really wasn't too much of a sales push.
 
I am thinking of a new tester , I would like a hand held with download ability so I can do places with an assistant doing the Class 2 stuff
Might have look today but if anyone knows of one let me know

Most businesses employ a duty holder of some kind or another. Problems are more likely to occur with furnished rentals where there is nobody, other than the person doing the inspections, who are able to verify with authority that equipment in use is reasonably serviceable.

I managed to get on this and yep it was informative with a bit of sales but thats ok as it was free. The only thing it confirmed was we are no clearer ie say in my field HMO's tested every year rentals with the same tenant every 2 years nope instead you figure it out via risk assessment as always its the way we do things in this country no laws just guidance

Yes, there is a lot of emphasis on risk assessment, and there was mention of guidance on the HSE website about how to do this (I’ve not yet looked, so don’t know if that guidance is helpful). The new Seaward model has some risk assessment built into the menus, maybe you saw that demo’d. On the one hand the risk assessment does make some sense, but on the other, especially with a small property, you could spend more time figuring out this risk assessment than actually just testing everything!

Re what has and has not changed in the 4th edition, the presenter did say several times they were just the messenger…
 
Hi Alan do you mean Tam Skinner ?, It,s a wee but classier but the bar is still locals orintated, lounge and restaurant pleasant but not to pricey,

Used to come up for the music and a few games of golf:)

Have couple of friends in Lamlash and coming over to see them in the summer.

Tam left Bute about 4 year ago mate and had the Vic in Largs.........brilliant venue as well but that went tiXs up too lol
