ACB auto change over logic malfunctioning??

Dear,
i have probelm and i need ur indeed help.
i have 415vac SWBD with 2 incomers 415vac and buscoupler in between, both incomers are from same 132kv grid. and when ever that grid has E/F or U/V the down streem loads will affected. the problem when the power resumed that 415vac Logic will be malfuncioning and ONLY one incomer CB will close and other incomer CB and buscoupler CB will NOT till electricican attend the problem and solve it.WHY LOGIC MALFUNCTIONING??????

Without knowing the logic system you’re using it’s impossible to say. Try asking your electrician. What does he do, just reset a relay? If he won’t tell you, you’ll have to resort to spying over his shoulder.
