I intend to fit a new 2way cu through henley blocks, as the existing cu has no spare ways, my question is what tests are required on the existing cu and existing installation.
 
IMHO you'll need an EIC to cover the new work, as for the existing installation I'm unsure, maybe lines on the EIC to confirm correct connection from the Henley block to the existing CU. Don't forget about the obligatory bonding upgrades and notification!
 
I would say if you are installing a new CU the only tests you need to carry out are on the work you have installed, and confirming Earthing an Bonding. I see no reason why you should be worrying about the existing CU or whats connected to it. Perhaps a curious look if it causes concern or you have reason to believe there are under lying issues, that way you can "comment on existing installation". Obviously if the customer would like you to carry out a PIR on the existing installation, then the tests required and limitations are as agreed with the client before you start.
