I need to install a radial in the utility room in a customers house, the utility room is located at the back of the house and the CU in the middle, however the mains intake along with a service block and switch fuse to protect the tails of the Cu is also located in the utility room. Can I install a small surface consumer unit located next to the switch fuse and feed it from the switch fuse, or if need be from a service block located.

Personally, I would take a Ze measurement myself rather than rely on someone else's maybe drive by scrap of paper.
