starting to test in a prison. does anyone know why the rcd trip test does not work when done directly on to the rcbos

I seem to recall someone pointing out that in some types of RCD device the current sense transformer is not always fully before the terminals so testing at the screws might not match the out-going wires.

Of course I might be havering!

Yes Memshield 2 which is why I asked in #2.
 
I have C/U with memshiled MCBs in. I have converted some to RCBO via the MEM pod which clips to the top of the MCB. I guess this is how most of the memshiled RCBOs are done. the pod has a flying N lead and N terminal but the Line conductor is fed though a hole in the pod (though RCD coil) and it is terminated in the screw terminal on the top of the MCB. So as said above testing on the screws will mean you are connecting Line before the RCD coil

I had a pod that was broken and was spare so had a look inside, here it is incase interested
