advice please

Hello, testing a PME (TNCS) earthing system, i have a Ze of 0.51, which is higher than the 0.35 max.

(i have installed a single radial circuit into the property and my ZS is well within the required value to meet disconnection time)

any advice/thoughts are apprieciated, not encountered tncs higher than .35 before.
