Hi,

While doing an IR testing on the lighting circuits, these spot lights & transformers are a pain in the back side. The transformers are usually in the most inaccessible places and if you test them with 500v they get blown up or give undesirable results.

Is testing IR only between earth and live & neutral put together is acceptable in such situations?

As its a described method in GN3 then its acceptable.

If you can't disconnect them theres nothing else you can do, other than leaving the switch to them open, then you don't even test lives to earth then.

GN3 is worth its weight in gold mate.
 
It depends whether it's an initial verification or not.
If it is, then you should test before connecting any sensitive equipment.
If it isn't, then yes it would be acceptable to have such a limitation.
