Hi There. I have been wiring an extension/granny annex, anyway this is not connected to what im about to ask as its seperate to the exsisting electrics of the house.

Whilst there the customer asked me to replace the two exsisiting metal light fixtures within the old part of the house. I said I would have to check the wiring because i beleved it to be PVC twin only no cpc. I also said if that was the case that i cetainly could not put the new fittings up because of this.

Turns out i was right and i said i wouldnt be able to fit them due to not having a cpc and the light fittings being metalalic. She said why was this dangerous, I replied yes and went into the why's and wherefores about the possible dangers etc. She was not happy. I said the only real way to get over the issue is to replace the wiring which she said she didnt want that. I made my apologise and carried on with completing the wiring in the annex.

Next day knock at the door NIC registered sparks turns up where do you want them love no problem, spent a while bleeping around with his voltage indicator/tester (twin probe style, not glo stick type) fitted the lights she paid him ??job done.

My question is am i missing a trick or something? there was no earth and he surely couldnt gain an earth by any other means other than re wire. and i was left looking like a bit of a prat?? Or was i correct by not fitting them Im pretty sure i was correct because i dont feel i could sleep at night if i had done.

he certainly didnt rewire anything either he was not there more than 20 mins half hour?

No mate the only pratt out there was the NIC installer..!

however if the customer really wants them fit them and wont agree to upgrading the CPC then fit them and write on your MW cert the deviation and explain to the customer the risk involved and put it in writing!
 
It is actually a bit of a grey area as under certain circumstances you can fit class 1 accessories to circuits that don't have a CPC. IMO I would not fit one in a bahtroom even if the testing proved it was safe, that is just me as I think it carries to much of a risk, and that would be my risk assessement

Elsewhere in the house there are 2 tests you can do

1 Is to test if the equipment is earthed. This is done by croc clipping the consumer unit earth bar or bolt in some cases on older CU and at each accessory test with a low resistance ohm meter and if you a reading of 1 ohm or less then the accessory is deemed earthed. This is most likely done with a wander lead so you need to either null the instrument or deduct the resistance of the lead.

2 is an insulation resitance test. First at the board diconnect both LINE/NEUTRAL and join together. Then croc this and the earth bar/bolt and if you have 1 Mohm or over then it's classed as good. Then each accessory the same test and again if 1Mohm and over it is classed as good. Of course in theory if it's below 2Mohm then you need to investigate

Even after these tests you still have to carry out a risk assement if any accessory can be touched whilst also being able to touch eathed metal parts or extraneous exposed parts. The other electrician may have deemed after this risk assement it was safe to fit the fittings. After all that is his call and I hoped he had supplied some sort of certification advising the client that he had fitteed these fittings without CPC and also fitted a label at the CU.
 
I think it was a cash job, no testing was actually done the fuse board was not touch apart from removing the rewirable fuse to isolate, because i was working in the area itself.
I was actually of the understanding that any metalic fitting has to be earthed thats why i decidedto refuse, thanks for the reply been helpful at least i know i was correct in some way.
