state measures to provide protection from live parts of terminations?

would you say this is asking me about protective equipotential bonding and automatic disconection of supply ie joing all exposed extraneous conductive parts within the istallation together

or am I headeing in the wrong direction ?

I would say that it is likely to be looking at basic protection measures. You are heading toward fault protection

You need to read the question, then look up the external influences in Appendix 5 of BS7671.
There are 5 listed under Utilisation, but one doesn't have any codes, so I would assume that it is the other 4 that are required for the answer.
 
if I had to describe the relationship between the current carrying capacity of a conductor , the size of the conductor and the installation method where would I need to head in the BS7671
