From the pics, it appears that the switchline is in the neutral section---the neutral loops are in the live section and the live loops are in the switched line section. The seperate black and red are in the secondary cpc terminal which is being used as a through connector----all of that i think you already know. As to why the red and black are joined can only be determined by testing, or failing that try temporarily splitting them and see what doesnt work---i would guess they are switch wire and live ,but you say they are dead, so as i say split them and see what happens.

cant wait to get there tomorow . the bungalow in question has a 8 way wylex rewirable cu in and the owner had british gas quote foe an upgrade they came round to have a look and quoted her ÂŁ550 for a 10 way split load rcd cu. when i took the cover of today it only has two ways being usaed .one ring and one lighting. 10 way seems a bit excesive to me lol

Typical British Gas. They train up their own Domestic Installers and send them out as all singing and dancing supersparks.
I was called out once by a person who had them out to a fault. The BG [spark]
was just leaving when i arrived,he explained it was a TT system and ther was no rod. and explained he was mystified why his loop tester gave a reading of 43 ohms at the sockets
