its a led sealed unit which goes off and comes back on when it feels like it!

On the website it says it's a 12VDC fitting. Does it have a separate PSU/driver in the ceiling maybe?

dried out capacitor maybe, about the right amount of usage, mains supply moves a bit and off it goes...
