It should announced in parliament first so it can still be changed up or down

No, the correct process has been followed by OFGEM publishing the figures on 31 January in accordance with the legislation.

@puddy, nope its part of the normal degression process, already covered by legislation, so no need for parliamentary stuff, just comes out from ofgem.
