Hi I am installing a 22 amp water heater under the sink and cant get an internal cable back to the consumer unit so the only route is outside either under ground or clipped around the house my question is , is this within regs and what rating cable should be used, the distance is a Max 15meters also would a 13 amp fused spur be sufficient to install the heater into I have a spare 30amp mcb on the consumer units thanks

You will need to think carefully about this and perform the correct cable calculations to determine the safe cable size required.
The work of installing a new circuit would be notifiable to building control in England and Wales and if you are not a member of a self certification scheme would need advance notice and advance payment to your local building control.

Please just think slightly about whether a 13A fused spur would be suitable to protect a 22 A load?
I.e. the load takes 22A and a 13A fused spur can take a maximum of 13 A.
I think some local professional assistance may be required to provide enough support to safely install this under sink heater.
