If they aren't new heaters then the fans have probably worn out the bearings and will need replaced. I'm assumeing they are fan type (yes I know the bit about "Don't assume") or if they have been recently fitted or moved then they might have been fitted slightly twisted which can cause the fans to be out of line and rattle.
Just as an aside. Although it wouldn't cause the heaters to rattle, if the stat you are useing is switching the mains, is it heavy enough to handle the combined 4.8 - 6Kw that two heaters combined would be rated at, if not you might have a smoker on your hands..

OK so they seem to be just convection heaters so there shouldn't be anything in them to rattle unless the alloy fins inside are loose and the airflow is moving them.
You could try lifting them and giving them a shake to see if there is anything noticeable rattling about, other than that, I just haven't a clue. Sorry
Are all the connections correct? Check they are not connected across 2 phases, this may cause them to be noisy but not blow up as heating elements are high resistance.
