This raised a bit of a smile for me!! These batten holder type light accessories were the standard fit for all bathrooms since the 40's maybe even before, certainly ever since i came into the industry. Never known one, that was in good condition ever being the cause of injury or death, in all that time either!! So what's so different now then, ....not saying i like them, or even the look of them, but it certainly doesn't make the dangerous!! Can't say that i noticed any increase in the incidence lamp failures in my parents house ,while i was living there either!! Mind they did change the batten holder for a ''Heat/Light'' (circular infer-red fitting) back in the 70's, ....I suppose there not allowed now either, unless they have some IP rating to them...haha!!
I suppose it's all to do with this bathroom zoning crap you have now, we didn't need all this zoning in bathrooms before, and can't see why you need it now. The previous Reg's covered basically what you have now, with perhaps a little more leeway to use a bit of commonsense.
Bathrooms have always been a sort of bone of contention in the UK. I can't see any problem whatsoever for arguments sake of having an RCD protected socket outlet in a bathroom, ...everyone else allows them. Using a 10mA integral socket outlet like most of the other european countries (USA/Canada uses 6mA) what or where's the problem?? lol!!
