Hi would like some after recommending solar to my mum she is finally having it installed. Unfortunately the outhouse building project has been delayed by 4 weeks Pushing back the completion date to jan. the question is would it be possible to fit the pv install onto a frame in the garden, commission it and then move it onto the roof in jan. would this allow her to keep the current fit payment? Thankyou

Possibly, but the person to ask is your installer. Arguably stretching the rules, but perhaps not to breaking point, provided it is actually commissioned properly.

Stretching the rules! (Victor Meldrew accent required) Well I reckon the government was stretching the rules to breaking point by changing the date of the change of tariff from the end of March to the second week in December.
 
Go for it. There are no rules being broken by this as far as I am aware. As long as the panels are on the property and the inverter output is wired into the building supply as part of the first phase of the install then simply moving the panels afterwards is not even a notifiable change.
 
Planning permission would officially be needed (providing it is bigger than 9m sq). But how are they to know?
