Hi gang.

Got called out to a local takeaway so see why the RCD what tripping,
the place had been refurbed a year ago, I asked the owner for the certificates so I could see what I was looking at, they were NICEIC green certs from 2001 that were issued in 2009!!!!
the shop has a flat abouve that is occupied so it falls under part P, the job has been signed off by local building control!!
The emergency lighting cert is also green, the so called electrician issued a partially filled innacurate emergency lighting periodic cert instead of an installation cert!
The electrical installation certs has also been partially filled with innacurate results!

I'll post some results from the certificates, (17th edition installation dual RCD consumer units)

Schedule of items tested: Ze.........N/A!!
Fuctional testing of assemblies............N/A!

Circuit details:
1: lighting..
Reference method: BS7671!
Max disconnection time: 0.25!
Short circuit capacity: N/A!
RCD operating current mA: N/A!
Insulation resistance: N/A except phase/earth test!
RCD operating time: 1x 35ms / 5x N/A!

All 3 ring mains have the same test results!

Regarding the tripping RCD, I noticed one of the shop down lights was flickering & could hear a crackling noise, got my steps out & took a look in the ceiling, never seen shoddy work like it, T&E cables had been stripped back about 10" & then terminated into the light fittings, the fault was a loose neutral in one of the light fittings, sorted it & informed the customer to give building control a call.

With the customers permission I called a friend who works for building control in another county to take a look around the "refurb" his exact words were........someone has taken a back hander to sign this job off!!

Now what was part P meant for again.....:confused::confused::confused:
 
The stumbling block with anything regarding building control and signing off work is that they cant be held responsible, as far as suing and compensation is concerned, so have in effect a free hand to do whatever the hell they want

Get shot of installation regulation
Bring in rigid,structured and enforceable PIRs for sale of property and insurance and it will then eventually regulate itself

Building control cant control part p It does not have the expertise,finance or wil to do so
This part p is a fantasy control, that does not include electrical safety

Agree with that Des; the sooner they regulate the sale of houses which require PIR's only conducted by fully qualified, experienced and competent electricians (because PIR's require a high degree of knowledge), would part P then have any sort of credibility.
Good point also with regards to Insurance.
 
Update.

Owner is seeking legal advice regarding the matter,
a visit to building control tomorrow to give them a -------ing for passing the work irrespectable if they take responsibily or not!
Owner told me the builder that refurbed his shop also refurbed the shop next door.............wait for it.....................
the builder took his old boiler from home & fitted it in the shop next door..............it caught fire!!!
Fire brigade told the owner that it was a second hand boiler, she's taking them to court but this builder is still operating & having work passed by the LABC!!
Madness or what!!!
 
Ive said it in a few other threads, the only power with enough clout is the insurance companies. I sent the ABI (Association of British Insurers) an e-mail (no response) regarding the insistance of having registered workmen conducting works as it would undoubtedly reduce their financial risk!!! Iif enough people bombard them, it might get the ball rolling.........:D
 
Update.

Customer has sought legal advice, the builders have been given 8 weeks to put the job right or face court action.
LABC are crapping themselves because one of their officers signed of a clearly "visible" bad job.
Trading standards are interested in the so called electrician & the builders who employ him.
the bloke who did the electrics has left his mark at a restaurant in the city, tried to wire up some emergency lights,
put 4 existing lighting circuits into a connector block, went to a key switch & back to a "16 amp MCB" in the board, all in 2.5mm T&E, he nearly started a fire, cables were visibly overheating & earth sleeveing had melted!!!
the owner has paid him but can't contact him as his phone is always off.

ive seen a new build signed off by building controll sockets 1" away from the sink 8.2 kw Hob wired in 2.5mm twe ,bonding to water and oil not connected ,and cooker switch right next to the hod all passed why do we bother eh
 
did u see new homes from hell last week, two lads bought a house in london that didnt have damp course, gutters, was below st level, real shabby electrics, very damp, but building control giv d cert, i was in a house last week wen d energy assessor came in out 5 mins job done
 
Dont start me on energy efficiancy father in laws house was put on the market befor we could do that we had to have him round , there for five minuits walked round stuck his head in loft ÂŁ180 chu ching
as as for the house purchaser pack what a load of crap had a woman ring because a friend said she had no sup bonding in bathroom called me in to do a inspection old 3036 dist board no RCD no Spark covers ,and tree out of the 4 fuse carriers burt out and it passed not work the paper ther written on another goverment failure jobs for the boys
