It should be sized to withstand the largest fault current it is likely to carry.
Obviously that will depend on the size of the largest cable that is on the tray.
 
It's never, or should I say very rarely done in that manner.
Most people just use some pre-formed (about 4mm²) braided links at joints, and an appropriately sized bonding conductor if the tray is not continuous.
Larger braids being used for ladder rack (about 16mm²).
 
Most cable tray and trunking manufacturers include copper bonding links across joints as standard. In most cases it's an additional means of maintaining continuity... Most high grade spec's will call for a means of bonding across many types on site fabricated joints, such as for HVAC ducting where non-metallic flexible joints have been incorporated in ducting runs...
