Don't think even if it was in a special location Lenny and it's plastic would RCD protection be a concern here mate.
I agree, but don't forget that the boiler will still need bonding as the gas pipe will be metal, and if your friend is installing a hot water cylinder (both vented or unvented), this should also be bonded.
Forgive me, but what makes the hot water cylinder an extraneous conductive part and therefore in need of bonding?

All three are conductive parts.The gas pipe will need bonding at the point of entry......the boiler is a conductive part and will need earthing. Conductive parts connected to the cylinder will need earthing.
Although they are having a metal bath fitted should I take an earth to that?
