Hi guys, can't seem to find the reqs when rewiring a a house regarding the lighting. Would I be right in saying that it's a requirement that a minimum of 2 energy efficient luminaries are installed? Not just bulbs but fittings that will not accept anything else.

My guess is an earth to N fault in the damaged light fitting. This will become a problem when other devices draw large currents.
