Building regs for lighting

Hi guys, can't seem to find the reqs when rewiring a a house regarding the lighting. Would I be right in saying that it's a requirement that a minimum of 2 energy efficient luminaries are installed? Not just bulbs but fittings that will not accept anything else.

Part L concerns energy efficiency, (conservation of fuel and power).

Think you will find its one in four have to be energy efficient.
