If I do this course, will I be able to self-certify my own work??

or do I have to do n additional part P course??

You dont need any qualification to self certify any work.

If you are on about notify in line with Part P then you either have to join a scam or notify LABC before commencing work, pay there fee and they will notify it for you.
 
so, if I do take this course, and go on to take a career in electrics, would I have to sit other exams to sign off any work I did in a house/business etc??
No. NVQ3 will qualify you as an electrician and you can test your own work and issue appropriate certificate which you will be competent to do so. NVQ3 will also be fine as a qualification to register with a competent person scheme to notify certain domestic jobs under building regulation Part P.
 
I am fairly competent with electrics, could I just get away with taking 'Installing, Testing and Ensuring Compliance of Electrical Installation Work in Dwellings (2397)' see link...

Depends, you are best of contacting the scams themselves in relation to ​what qualifications you need to join them.
