Cabling from company isolator/fuse to consumer unit

I'm currently working on an old flat where the flat is about 15 metres from the company fuse. What size cable should be used because the one I'm looking at is 16 mm un-armoured with a 10 mm earth and I've been told that it needs to be 25mm 3 core armoured. Is that right?

What were the reasons the person gave for saying that it required for 25mm armoured

100 amp reduced down to 60. From there the cable runs to the flat.

depending on refrence method.. and surrounding enviroment.. 16mm T&E is fine

The current cable isn't armoured, it's run under floors or in trunking, does it need to be armoured?

aslong as its not buried <50mm in plaster and is not subject to likely damage in a hazourdous area it sounds fine... an armoured cable would be a better installation tho IMO.!
