Can I carry out Inspection and test in a domestic

I mate wants me to test his domestic house and issue a certificate, so he can rent it out.

I'm competent to 17th but not in the game at the moment, so also not on a scheme.

Can I do it for him? as there will be no work taking place do I have to be on a scheme or inform the local authority?

You have to be competent to carry out the inspection & testing, competency = qualifications and experience.

2391-10 can assist in proving competency along with experience.

You do not have to be a scheme member.
