Hi all I'm not sure if someone asked this question already. Yesterday I applied do join NICEIC Domestic installer scheme payment was done and now I'm waiting for my assessment day. Today my client asked me if I can come and do EICR report on his properties which he rent's this needs to be done before April. Now because I need to wait 5-6 weeks for my assessment before I got registered it will be after beginning of April and to late for me to do EICR,. Can I certify before I join this scheme. My qualifications are 18 edition wiring and regulations, and Initial Verification and Testing level 3 601/5929/7

I'm not sure how a trainee or even a newly qualified electrician can be in a position to carry out EICRs to be honest.
It takes years of experience to be able to inspect and test existing installations, taking into account all of the variables you are likely to come across. This is actually written into Guidance Note 3 on Inspection and Testing.
Also, the NICEIC Domestic Installer Scheme only allows you to self-certify your own installations, and not to carry out EICRs on other installations.
There's an exception to this rule which came in last year following the introduction of Private Rented Sector Regulations, which may allow a Domestic Installer to do EICRs, following a further in depth assessment by the NICEIC.

No Mike. What that statement means is that a domestic installer is not allowed to do EICRs on any installations under the banner of the NICEIC.

Are you perhaps getting a bit mixed up with EICRs and certifying?
An EICR is not a certificate, but a report.
You are free to do EICRs without being a member of NICEIC, if you're fully competent to do so.

I see you're qualified to do Initial Verification and Testing which is good and essential for you to be able to certify your own installation work.

You will also need a Periodic Inspection and Testing qualification coupled with experience of the types of installation you will be inspecting, if you are to do EICRs on other people's work.
