I need to make this wire come out of a new hole 6" above the current one. Is it possible to fish the wire using only the new hole that I will drill, and the old hole? Or is it necessary to access that space from the ceiling above or the floor below? See photos. Part 2 of the question - if it's possible, what equipment do I need to buy? Normally I would hire an electrician to do this, but it's such a small job nobody wants to come out for it. TIA.

A lot depends on how big the new hole can be, and if you can drill that new hole without damaging the cable.
The Ring Video Doorbell is 1.9" wide, so I guess a 1" hole would be no problem. I should also say that the existing wire is coming from the bottom, therefore I will need to extend it. So I guess I will need to run a 12" pc of 2 conductor wire from new hole to old hole. And get the smallest terminal connector joiners I can find. And I'll probably have to make that existing hole bigger, in order to get the joiners through the hole into the wall. And then that bottom hole can be repaired and painted. Do you think that's do-able? And what kind of fishing stick thing should I buy? Thanks.

Ignore that "joiner" comment, I'll use solder and shrink wrap. Duh.
