Can i get out of doing the ecs????

I passed my 17th eddition full course less than 5 years ago, is this a nvq 3 qualification,? as the ecs have exemptions for having to do the ecs test and having an nvq 3 is one of them, or am i barking up the wrong tree, all advice greatly recieved

No, the 17th ed has nothing to do with the NVQ3.

You will have to go and sit the ECS exam itself should you need it.
