Are you sure it is TNCS or PME. I take it is a secondary metered arrangement with the origin connected to the grid.

20 ohms is okay. You are better off with TT at the house as long as you have a time delay Rcd main switch. Perhaps post a picture of the house panel & cable entry.20ohm at the house 0.25 at the pole
I'm not sure you can, unless you are a DNO, as I think the use of the TN-C section is covered by the ESQCR:
"8 (4) A consumer shall not combine the neutral and protective functions in a single conductor in his consumer’s installation"
Cheers thanksAs @Electro-tech says if you are worries about 30mA RCD having a single point of failure, you can use a 100mA delay RCD as an incomer, and either dual 30mA for final circuit protection or (ideally) RCBO that are neutral-switching such as the latest compact ones from Wylex/Crabtree/Fusebox.
Unfortunately I have no idea how private supply/BNO style arrangements are covered for this under ESQCR rules. hopefully someone with more knowledge will be along soon such as @Julie. or a few of the usual suspects such as @James or @UKMeterman , etc.Thanks can't get any help from supply authority as the supply from pole is privately owned
