is it possible a landlord owns the card meter in a rental property or are these allways owned by the DNO. i ask because a landlord has asked me to disconnect one.
 
Yes, it's possible. You need to find out where the meter in question gets its supply from. If it is connected directly to the incoming supply, then it belongs to the supply company. If it is supplied via another meter, it doesn't.

There may also be labelling on the meter as to ownership if it belongs to the supply company.
