Can a ceiling fan be set-up so it: when the wall light-switch is turned-on, only the ceiling fan light comes on, regardless of the previous settings of the fan. Then use the remote to control the light and start-up ceiling fan itself.

If you have power going to just the light and not the fan then your remote is not going to work the fan with no actual power going to the fan.
 
If you have to option of altering the wiring to separate the light and fan supplies - then there are DIY options possible. One involves some relays, some capacitors, and a setup where the relays will drop out when the powe (light) is switched off.
