Certificate for DNO to supply earth?

Done a board change this week and discovered the house has no earth(except for the 0.51ohms of the Gas!), all the earths go to the block on the side of the head but there's 0v between the block and Iine, I got the DNO out who said there has never been an earth since the head change 15 years ago, they want a cert before they install an earth, To confirm bonding is present ect, are they after a PIR?

your installation cert will be fine, only need the dead tests recording until you get the fitted.

How can a cert be issued if the installation is not ready to be certified?

Surely your schedule of test results will prove readings but what would happen if you cert it and they forget to carry out their work then an accident in the home happens?

I guess you could make a not under deviations from BS7671 and state exactly what you have found and what the DNO Have stated? I am only guessing here because I have not had experience in this area, I do look forward to finding out though:thumbsup
