If I was to employ an outside company to come and carry out the inspection and test to any work I do. Who would be the person to keep the certification. Would the company who carried the test out keep it or would I be there one to keep it as I did the installation?
 
This would be a EICR, this would be given to the customer (the person ordering the work) I assume your customer would want this.. Who ever owns the property, either way you would not be the one to keep this report, it's of no benefit to you
 
well i would say different , if your passing the work on and making money from it you would be the princible contractor so i would say yes you should keep a copy... plus customer plus persons carring out the work..

Are you refering to MWC's, EIC's or EICR's??

Reading your OP I think you may mean EIC's and in which case you need to be very careful who you use or they could well be breaching the terms of their scheme.
