I recently passed my 2391 and although I am registered with the niceic as a domestic installer can I certify a commercial job ready for a meter connection? Will edf accept that I'm not a niceic approved installer for all works. Does my 2391 give me the right to still do the cert?
 
Your mixing up part p and the 2391.

Your qualifications prove that you are competent at testing. Any one can test a commercial install, the 2391/10 qual shows that you have passed exams proving your competent if challenged.
