can someone who has not done 17th edition test and certificate work carried out to 17th edition regs.the person concerned claims to hold the relevent qualifications to test etc .your views would be appreciated

Having up to date regs qualification and a testing and inspection qualification are two different things. For example, I'm regestered with ELECSA and am allowed to test and inspect through them, however their cutoff point for people to gain the 17th edition regs qualification isn't until next year which means people who haven't yet done a 17th edition course can still go out and inspect/test.
