Hi
I've just moved into a flat and it has old brass downlights in every room, I also think a lot of them are halogen and not led so keen to replace them all.

Sorry if the pics aren't enough but based on the wiring I have, could I just buy new white led spring holders (not sure name!) and replace the bulbs with LED or would I need to buy enclosed LED units with a transformer to deal with the power feed?

Depending on what rooms or loft is above the ceiling. I suggest you change them all for LED fire-rated fittings anyway. Looks like you have mains GU10 quite old now. You can just replace the bulbs for LED ones but you need to check if they are mains of low voltage lamps & also, are they on a dimmer switch?

Downlights are all reasonably priced these days, compliant to Parts B & E Building regs. You just need to measure your existing hole in your ceiling to find something compatible.
 
You probably need to determine if 'Fire Rated' fittings are required. If its a flat it could have concrete floor above and not need FR fittings?
Those look like about 65mm cutout so you need to see what is available in that size.
Replacing for another GU10 (230v) fitting will be your cheapest option and the lamp in the photo looks like LED so you may not have to buy new lamps.
