doing 31 student flats, now on the communal halls my partner has suggested switing 2d 28 watt fittings on via pir sensors in the ceiling. my suggestion is to install 12 watt led fittings and have them on constant and just through a key switch, could anyone give me an idea

LED's give full light instantly, cfl's have to warm up. Why not have tour led's controlled by PIR's? Use the 240v type so you don't have to worry about constant current / voltage drivers

Be careful when using 28 Watt 2D's fittings on a PIR. A lot of them have ballasts that pack up after a month or so, when frequently switched on for short periods. Look out for the ones that have a warm start ballast, they are usually best for use with PIR's, even better use microwave occupancy sensors, I find these a lot reliable for internal use.
