Does anyone know if an electricians mate can work unaided as an electrician as a competent person and can he get public liability saying he is an electrician?

If the insurance company will offer the insurance on a truthful statement of capability (which they probably will) then they can get insured.
If they are working unaided as an electrician and something goes wrong then they will have a problem proving their competence; assuming they have no experience or qualifications, since they are an electricians mate.
A situation fraught with problems, not the least for the customer who may not be aware who they are employing.

yes but they won't pay out if anything happens, there claims department will probably ask for your qualifications first, unless your lucky and they don't bother checking up, however your a mate so not qualified and you may do something dangerous unless you have vast experience.
