Scolmore do a 45A dual connection plate. (http://www.scolmore.com/documents/switchtoclick.pdf) that has two output connectors.

The example photo shows thicker cable as the input, and two thinner cables on the outputs. Should the mcb be rated to protect the smaller cable, or can an over/hob be connected without having to fuse down.

What would be the most appropriate way to wire a hob and oven using this connection plate.

The OP is nonsense.
Where has this 13A flex appeared from?
What's the 13A flex doing?
What has this 13A flex got to do with the picture in the link provided?
