As copper cables constitute part of a (hopefully) safe system, removal of a part of said system would render that same potentially unsafe, therefore, destruction of an otherwise safe system should not be dealt with as a matter of theft, but as a case of attempted manslaughter. Hang 'em ( got to think about carbon footprint).

Absolutely NOT!!! Especially as in the UK these days, ...electricians seem to think that bunging in a 1.2 m thin rod, ....Is a TT system!! It Ain't!!!

assuming it's not overvoltage

is it advantageous in this case to have a low resistance between MET and true earth or not
