I've always thought it was ok to get your pfc when getting the Ze. I never been flagged up by NIC for doing it this way etc before. However, I've now been told I should perform Ze seperately and the PFC separately as all the earths need to be connected.
It makes sense as it should be a lower resistance value and so higher PFC when earths connected, But i've never seen anyone else do it like this.
Is it common practice?
 
Yes, when you do Ze you should have the main Earth out of the earth block, and back in when you do PFC on PSCC and PEFC, taking the highest value of the two
 
Why my boss and NIC never flagged that up with me before I dont know.

Better refresh on Guidence Note 3 from the sounds of it.

Same thing with me, got a dilog 17th edition meter & i was informed that i could to Ze & Pfc at the same time on this device - On my last ELECSA visit, i was told to put all main bonding back to the met after Ze test and then perform pfc testing to obtain higer of two readings pscc & pefc. Makes sense after it's explained and the inspector was good with me understanding this. You are not alone.
