If their is coving, would the 150mm safe zone be at the bottom of this?
I haven't come across this before and am wishing to run it in the safe am zone but was just getting clarification, in my opinion I feel that this is okay but if this was removed in the future it could present issues.
The coving is fairly big It has a big curve and from ceiling to the bottom of the coving is about 25/30cm as this is an old Victoria. House.
 
i'd say not. bottom of your coving is > 6" below ceiling. so outside safe zone.
 
The safe zone is under the coving, right where the nails/screws will go to secure it in place (to 150mm below ceiling height)! :vanish:

It's unlikely that anyone would rip out old Victorian coving, but It is in your safe zone.
Has the rest of the house been altered?

One thing about old houses ; they have floorboards above.

What sort of coving do you have in your neck of the woods steel?
 
Plaster coving is fixed with nail pins until the adhesive goes off.
Some heavier designs are reinforced, in the old days with horse hair and strenthend.
