Yes the double insulated type.
To go through the wall, I would use the non flexible plastic type if possible.
This will help to protect the cables if there is any shifting in the fabric of the wall, and will maintain an air gap around the conductors.
 
then flex conduit once through the wall? I only ask because I'm assuming that it would be easier to navigate the flex conduit and two 25mm tails and a 16mm earth would be difficult to push through?
