I am changing my own CU. For my Elecsa assesment. Just checking the paperwork side.
Do I complete a PIR or EIC?

I'm sure its a PIR and schedule of test result etc...etc...

As brightspark said, its an EIC, however if you're going to do it by the book, a periodic inspection should take place prior to the CU change or at very least a pre-work survey to highlight any potential dangers and also if any circuits connected could cause any unwanted tripping.
 
Just passed my elecsa inspection. Have you spoke to the technical help department at there office? They are very helpful and will guide you through it. I thought about using my own but settled on another job I'd done from scratch. Just make sure you test the job before you change the board then if alls ok change board and fill in EIC and you should be ok.
