The GDP gets repayments directly from the electricity companies. Each GDP has an agreement with each electricity company.

This is something governed by the Green Deal Arrangements Agreement (GDAA). The electricity suppliers, in collecting GD loan repayments, act as agents of the GDPs. Also GDPs can work with Nominated Finance Parties to handle the finance.

I shall have to take your word for it as I fear I might catch a dose of DECC if I read any more of that 100 page document about something that I've only got a mild passing interest in.
