I have had a customer call who wants me to connect her new cooker. Curry's have refused today as control switch is behind cupboard draw. I understand the issues with accesibility & location, but does this apply to existing as the the cooker is like for like? Similarly would this apply with control switches already above cookers?

I had a similar connection with an oven. But I connected it up ( like for like ), and no problems. I would say as long as your not making the original position any worse than where it was originally ( for accesibility ), then you should be fine. The regulations would come into force if you were starting from scratch ( new installation),and running cable for cooker from CU.
I think Currys should stick to selling things rather than trying to connect them !!!
