A project manager informed me that you no longer need a seperate DC isolator for the SMA 4000 TL and SMA 5000 TL.

is this true?

It all depends on your interpretation of 712.537.2.2.5
There was a discussion in another thread within the last week.
If this is going to be an assessment then my judgement would be go for the safe option and put one (or more) in.

Regards
Bruce
